Helene debris two years on: who still hauls, who pays

Helene came through on September 27, 2024. By spring 2025 the right of way trucks had finished in most counties, and by the end of 2025 the private property programs had closed to new applicants almost everywhere we work. Waterway removal wrapped at about 1.29 million cubic yards. Buncombe's right of way count alone was about 1.01 million. The wood that is still on the ground now is on parcels that never registered or that a crew skipped. Two winters have dried it.

What the SMART program is

The State Mission Assigned Recovery Task program is the state run successor to the Army Corps private property missions. The state is the FEMA applicant, hires the contractors, and coordinates with the county. Eligibility follows the same FEMA rules as the federal program, so a parcel the Corps turned down is unlikely to qualify. As of 2026-09-01 the roster lists Haywood, Henderson, Madison, McDowell, Polk, Rutherford, and Transylvania, plus the towns of Weaverville and Woodfin. Buncombe and Yancey are not on it. Enrollment windows are limited and the program publishes no county deadlines, so the county row above is the date that matters.

The $18 million NCDEQ grant

On June 19, 2026, NCDEQ opened an $18 million Debris Recovery and Disposal grant, funded by the EPA through the American Relief Act of 2025. Applications close September 14, 2026. Counties, towns, councils of government, and nonprofits in the DR-4827 disaster counties may ask for up to $3 million per proposal, one proposal each, with up to $5 million of the pool reserved for nonprofits. Eligible work includes collection and disposal of non hazardous debris from private or public property and clearing of streambanks, floodplains, farmland, and parks.

Owners cannot apply. Your county or a nonprofit can. If your parcel still carries storm wood, the useful call before September 14 is to your county emergency management office, to ask whether it is applying and whether private parcels are in its proposal.

Illegal dumping

When the programs closed, the dumping started. By October 2025 Buncombe's solid waste director was describing an invisible industry of paid haulers whose loads never reached a landfill, and Henderson County had referred cases to the sheriff. Under North Carolina law, dumping more than 500 pounds of material, or any amount for hire, is a felony. Ask whoever hauls for the landfill or transfer station ticket. If they cannot name the site, the load is not going there.

Three things the storm left behind

Fuel. The Black Cove Complex burned about 7,700 acres in Polk and Henderson in March 2025 on Helene's downed timber. Slopes. Geologists logged 301 landslides in Buncombe alone by late October 2024, and the risk has not gone back to pre-storm levels. A clearing window. The northern long-eared bat is endangered, and work with a federal nexus, such as FEMA money or an Army Corps permit, avoids clearing suitable roost trees April 1 through November 14. Private-pay clearing has no such window.

Buncombe's Reduce to Rebuild program still waives the county permit fee on a rebuild, about 400 permits by mid-2026. It does not haul wood. A burn pile still needs an NC Forest Service permit, vegetative debris only, and the region has just shown what a dry pile does.

What we do with it

Storm cleanup and debris removal: grapple, chip, haul, with the landfill ticket in your name. Mulch in place where the lot allows, because the chip layer is the erosion cover the county asks for anyway. The pads and banks that failed are a grading contractor's scope.
