An Old Fort bench still shows the track where the slope ran in 2024. The wood is on the fan. The drive is a scar. Two years later the question isn’t whether a grapple can lift the trees. It’s whether lifting them skins the only soil that’s left.
Walls and slope stabilization are a grading contractor’s engineered work. Storm cleanup is the wood, and the wood is our scope. This page is the order: review the slope, then decide what to take.
Can you rebuild on a former landslide path?
Not from a clearing quote. A path that moved is a geotechnical problem before it’s a house site. Buncombe documented 301 landslides by late October 2024. Risk remains elevated. Debris flows in this region are most likely on 25 to 40 degree slopes with soil under 36 inches during rains of 5 inches or more in 24 hours. That description matches a lot of Old Fort, NC hollows.
Buncombe’s Steep Slope/High Elevation Overlay already requires zoning and site-plan review above 2,500 ft with natural slopes of 35% or more before building permits. The city of Asheville starts slope rules at 2,220 ft and 15% grade, regulates grading and impervious cover, and treats retaining walls over 4 ft as a separate item. A 25 ft drop within 100 ft of a structure triggers screening plans. None of those papers is a mulcher ticket.

What stabilizes a slope after you remove the debris?
Cover and water control. If you grub, graded slopes need ground cover within 21 days of the grading phase. Full stabilization runs 15 to 90 days depending on the watershed. Hydroseeding is the usual closeout on steep cuts. If you only lift wood and leave roots, you keep more of the mat. A grapple that peels thin saprolite to get every branch is a second disturbance.
Walls, geogrid, and riprap belong where a cut or a fill won’t hold with cover alone. Retaining walls over 4 ft in Asheville slope areas are regulated. Don’t stack boulders against a Helene scar.

Soils here are clay-rich saprolite over granite and gneiss. Expect rock. Expect thin soil on the slopes that ran. Landslide hazard maps exist for Buncombe, Henderson, Macon, and Watauga. Check the current map. This article isn’t a substitute for it.
Is an engineer review required before you clear?
This page doesn’t invent a one-line statewide “slide license.” What actually shows up is overlay review, a geotechnical report when the county or the lender wants one, and wall design when height or surcharge requires it. If the lot is also in a mapped floodplain, rebuilding on river and creek lots stacks another administrator.
A contractor who only quotes wood is quoting wood. Ask the county planning desk what they want on a known slide path before you disturb the scar. Helene debris removal for property owners is still the program map for who pays to haul. Remaining private debris is largely the owner’s cost. FEMA PPDR closed to new applicants on April 15, 2025.
Should the wood come off before the slope is designed?
Only with a plan for the lift. Wood against a house or blocking the only access is a safety sort. Wood that’s the only cover on thin soil may need to stay until seed or matting is ready. Downed timber after Helene covers salvage versus chip on ground that did not move. On a fan, salvage hopes should not drive a cut into the toe of the slope.
Trout buffers still apply if a creek sits at the bottom: 25 ft undisturbed from the top of bank. A slide that ran to the water doesn’t erase that strip. Machine work in the strip is still work in the strip.
North Carolina still wants an erosion plan for land-disturbing activity of 1 acre or more, filed at least 30 days before work. Opening a whole fan to mineral soil can be that acre.
How do you start on an Old Fort slide lot?
Photograph the scar from the drive and from the toe. Find the current hazard map for Buncombe, Henderson, Macon, or Watauga, whichever county you’re in. Call the county before the grapple. Then hire wood and wall as two scopes so a debris invoice can’t pretend to be a foundation. Adjacent articles live in the guides library.
Chimney Rock and Lake Lure had flood and slope together in places. If water and a slide both touched the lot, you have two administrators. Don’t let a wood crew sequence that for you.
Seed isn’t a wall. A wall isn’t a house permit. Two years after Helene, the useful patience is on the paper, not on leaving a leaner on the fan because someone hoped the mountain was finished moving.
Old Fort, Chimney Rock, and Bat Cave all had access fights after the storm. An 18-month road is a reminder that geology sets the calendar. A private fan is smaller than a state road and still deserves the same order: map, county, then machine.
If the only access crosses the toe of the slide, stop. Building a new drive across thin soil On a 25 to 40 degree slope is how a debris job becomes a second path. Culverts and a bench belong in a designed access, 15 to 48 inch pipe when a driveway needs it, not a dozer nick at the toe.
Cover the cut you can’t avoid. Twenty-one days is the graded-phase clock. Chips help where you did not grub. Neither one is a wall. Hire the wall as design when the county or the grade requires it.

Old Fort rebuild demand is on the inventory list with the other hard-hit towns. That demand doesn’t turn a fan into a pad. If a lender or the overlay wants a geotechnical letter, get it before the grapple. Wood can wait a week. A skinned toe can’t be put back in a week. That order is the whole slide-lot method in 2026: paper, then lift, then cover. Skip a step and you either wait on a house you can’t permit or you skin a toe you can’t put back. Old Fort lots don’t get a third try on thin soil after a Helene fan has already run once.
