Helene put the French Broad through downtown Marshall. Two years later the river bench is pads, leftover wood, and banks that still need a toe. You can’t join the private debris program anymore; that door shut April 15, 2025 (Buncombe County debris management, regional closeout). Madison posted no matching tally. Private wood is an owner bill.
Asheville to Marshall is about 40 minutes north on US 25-70. If the river road is moving, a crew can be on a downtown lot the same morning.
Downtown bench, Walnut, NC 213
Downtown Marshall sits on a river island of workable ground: US 25-70 access, room to turn a truck on a good day, dirt a blade can move. Leave that bench for Walnut or an NC 213 hollow and the banks get steep. Blue Ridge soils here are clay saprolite over weathered rock. Tracks hold. A wheeled dump that’s happy downtown will spin on a wet pitch.
River-side cuts have little shoulder. Some won’t take a trailer without a spotter. We look at the route. A carrier that can’t get in is a day you should not buy.
Downtown Marshall is a small bench with the French Broad on more than one side. That’s why a dump truck can work here on a dry morning and then have nowhere to turn when the next job is a Walnut hillside. We split those into two quotes, not one blended number.
Work on the French Broad
Private storm cleanup and debris removal is the common call. US 25-70 piles are public. Timber in the side yard isn’t. We chip what we can.
Rebuild on the river follows the wood. Pads want a grading contractor after we clear (grading permits in WNC). Banks that lost their toe want a wall or riprap, then cover before the next rain. That is grading-contractor scope. Rebuilding on river and creek lots is the floodplain read; don’t assume the old envelope is still legal. Wooded tracts above town that are starting over go to land clearing or forestry mulching. Chips on a bank beat a bare cut.

Madison paper, trout water, no Neuse rule
Madison files on the state acre, not Asheville’s 10,000-square-foot city rule and not Henderson’s half-acre local rule. One acre or more of disturbance means an erosion plan 30 days before you start (NC DEQ erosion rules). Forestry BMPs and ordinary farming stay exempt. Under an acre you still fence silt and cover dirt.
Cover within 21 days of a grading phase (NC DEQ seeding specs). Grading contractors hydroseed steep cuts. Watershed closeout spans 15 to 90 days.
Trout water is common in Madison. Designated trout water keeps 25 feet undisturbed from top of bank (15A NCAC 04B .0125). The French Broad basin has no Neuse-style riparian buffer of its own; protection comes from the trout rule, local stormwater ordinances, and forestry BMP streamside zones of about 50 feet on harvest sites (NC Forest Service buffer rules). We mark the trout line when the river or a tributary is on the survey.
US 25-70 and NC 213 tie-ins need NCDOT driveway paper. Burn more than 5 contiguous acres of land-clearing debris and you need special Forest Service paper (NC Forest Service open burning).
Federal-nexus jobs (FEMA money, Army Corps paper) that may hit northern long-eared bat roost trees skip suitable trees April 1 through November 14 (FWS consultation framework). Owner-paid work without that nexus doesn’t inherit the window by default. We ask if the rebuild is still on federal paper.
Does FEMA still haul from Marshall lots?
No. Leftover private-land debris is an owner cost after the April 15, 2025 close. We won’t stamp Buncombe’s 4,771-parcel number onto Madison. Reduce to Rebuild waived Buncombe permit fees; that waiver isn’t a Madison program. Housing repair money is still in the state system (Carolina Journal recovery reporting).
