Downtown Black Mountain still shows which buildings came back and which lots did not. Helene ran the Swannanoa valley through this town, then kept going up NC 9 toward Montreat. Buncombe stopped taking new private debris applications on April 15, 2025, at about 93 percent of the caseload per Buncombe County debris management. Wood sitting on your parcel is a private invoice.
The yard is in Asheville. Figure about 20 minutes east, after Swannanoa, before a truck is on the US 70 strip or dropping off I-40.
Downtown, the lake, and the Montreat climb
The easy dirt is the town floor: Lake Tomahawk, the US 70 blocks, the grounds around Blue Ridge Assembly. A dump truck can turn. A blade can cut without chewing rock every ten feet. Leave that floor on NC 9 into Montreat, or take a ridge driveway off I-40, and you are in clay saprolite over granite and gneiss. Buncombe’s soil survey is blunt about how fast bedrock shows (Buncombe soil survey). We bring a tracked carrier. Rubber on a wet 35 percent pitch is a recovery, not a production day.
NC 9 driveway pitches are the bottleneck. Some will not accept a lowboy. We walk that last grade with you. A quote that assumes the trailer fits, when it does not, is a bad quote.
Rebuild work on this side of the valley
Severe flood damage is why the phone still rings here. Most calls are storm cleanup and debris removal for private piles the federal list skipped. We grapple, chip, and haul. County right-of-way work wrapped in April 2025 at about 1.01 million cubic yards (WLOS storm debris reporting). Your side yard did not go on that truck.
After the wood leaves, rebuild pads want a grading contractor (grading permits in WNC). Banks that failed want a wall or riprap and cover in the same week the slope opens. That is the grading contractor’s scope. We clear the ground. Geologists logged 301 landslides in Buncombe by late October 2024, which is why we do not treat a scar as a clean pad (AVL Watchdog landslide reporting). Ridge tracts starting over, rather than resetting the old house, go to land clearing or forestry mulching. Leaving chips on the grade is the cheap cover layer. Haul-off belongs on the US 70 floor where trucks cycle.

Town lots, county lots, and the acre line
Black Mountain is its own town. Asheville’s 10,000-square-foot erosion rule does not follow you east. Inside town and on the unincorporated ridges, the state acre rule does: disturb 1 acre or more and get the erosion plan in at least 30 days before the first cut (NC DEQ erosion rules). Review runs about $119 an acre. Under an acre you still hang silt fence and you still cover bare dirt.
After a grading phase, seed or mat within 21 days (NC DEQ seeding specs). On a steep cut the grading contractor hydroseeds because that mix holds. Watershed closeout can run 15 to 90 days. Clear in October and wait until April to seed, and you have already missed the 21-day clock.
Ground above 2,500 feet with 35 percent natural slope sits in Buncombe’s Steep Slope/High Elevation Overlay, which adds zoning and site plan review before building permits (Buncombe steep slope application). A lot of NC 9 and the I-40 ridge is in it. Lake Tomahawk usually is not.
Trout water gets a 25-foot undisturbed strip measured from top of bank (15A NCAC 04B .0125). We mark it when Flat Creek or a named tributary is on the plat.
Is anyone still paying to haul Helene wood?
No. Private Property Debris Removal in Buncombe closed to new applicants on April 15, 2025. The last published snapshot was about 93 percent complete, 4,771 parcels, on more than 5,000 applications (Buncombe Helene debris management). Reduce to Rebuild has waived rebuild permit fees; about 400 permits had used it by mid-2026 (Asheville.com recovery reporting). A waived fee is not a haul contract.
Wood still on the ground belongs in Helene debris removal for property owners and wildfire risk from Helene’s downed trees. Dried timber is fuel. Paying a crew is the program that is left.
Twenty minutes past Swannanoa
Swannanoa is the next valley west. Old Fort is through the gap east. Asheville is the shop. Flood history, town limits, and the steep-slope overlay do not transfer. A Lake Tomahawk lot is a different machine day than a Montreat pitch. The service areas map is the full list.
