Woodfin is the river town between Asheville and Weaverville. The French Broad is the whole point. Reynolds Mountain hangs over the east side. US 19-23 and I-26 pinch the benches. Riverside Drive is where lots actually meet the water. Owners here aren’t buying pasture days. They are buying a redevelopment pad on a bank that already flooded once.

From our Asheville base the drive is about 10 minutes.

Riverfront, not a ridge tract

The workable ground is the bench. The expensive ground is the bank. Clay saprolite still sits under both (Buncombe soil survey). A wheeled dump can run US 19-23. It can’t perch on a wet 2:1 into the river. The bank itself is excavator work for the owner’s grading contractor. Our part is the tracked mulcher and the grapple truck on the bench. Reynolds Mountain lots climb fast enough that a lowboy needs a real pull-off, not a hope.

Riverside Drive lots and Reynolds Mountain lots don’t share a method. One is a bank and a floodplain question. The other is a wooded pitch and an overlay check. I-26 makes both feel close to town. The machine still has to fit the last 100 yards. US 19-23 traffic doesn’t count as access if you can’t peel a trailer off without blocking a lane.

Helene moved water through this corridor. Buncombe documented 301 landslides countywide by late October 2024 (AVL Watchdog on post-Helene landslide risk). That’s a county fact, not a claim that your Woodfin bank slid. We walk the toe before we quote the clearing. Redevelopment here is a pad for the next building, not a pasture reclaim.

What river lots actually buy

Redevelopment tickets start with a teardown when a shed or old house sits in the new envelope. Demolition in Buncombe routes through the Asheville-Buncombe Air Quality Agency for asbestos (Buncombe permits), and a demolition contractor carries that scope. Our tickets are land clearing for what is left of the canopy, stump grinding inside the footprint, and storm cleanup for the leftover Helene wood the public programs no longer take. We clear the ground. The owner’s grading contractor cuts the pad and covers the bank.

Town paper and state acreage

Woodfin is incorporated. Woodfin has no published local disturbance trigger, so we default to the state 1-acre erosion plan, filed 30 days before work, about $119 per acre to review (NC DEQ erosion rules). If town hall has a tighter local rule, it shows up on the walk. We won’t steal Asheville’s 10,000 square foot number and paste it on a Woodfin parcel (Asheville design standards).

Asheville’s steep-slope ordinance at 2,220 feet and 15 percent is city law. Buncombe’s overlay at 2,500 feet and 35 percent is county law (Buncombe steep slope application). Reynolds Mountain is where we check elevation. The river bench isn’t.

Cover after a grade phase is due in 21 days (NC DEQ seeding specs). Trout-designated water keeps 25 feet from top of bank (15A NCAC 04B .0125). The French Broad basin has no Neuse-style buffer of its own (NC Forest Service buffer rules). That’s why a “clear to the water” request dies on the walk-through.

Statewide burn piles need 500 feet from occupied structures (NC Forest Service open burning). A Woodfin river lot can’t give you that. Chip or haul.

Do you still get a public crew for river wood?

No new FEMA private-property signups after April 15, 2025 in Buncombe. About 93 percent of more than 5,000 applications were done, 4,771 parcels (Buncombe Helene debris management). Right-of-way piles finished April 2025, about 1.01 million cubic yards countywide. Remaining private debris is hired work. Reduce to Rebuild waived some rebuild permit fees by mid-2026; it doesn’t run a grapple. A Woodfin river lot that missed the window is on the same hired clock as the rest of the county.

Ten minutes up the river

Asheville is immediately south. West Asheville is across the French Broad, already city ADU lots. Weaverville is the next town north, already subdivision dirt. A Riverside Drive bank isn’t a Reems Creek homesite. The map is on service areas.

Asheville to Woodfin is about 10 minutes. A river-bench half day doesn’t carry a distant haul charge.

Questions from Woodfin owners

Does Woodfin use Asheville's 10,000 square foot erosion trigger?

Don't assume it. Woodfin is its own town. Woodfin has no published local acreage trigger, so the default we quote is the state 1-acre erosion plan unless town staff names a tighter local trigger on the walk-through. Asheville's square-foot program is a different city. Under an acre you still owe silt fence and the 21-day cover clock.

Can you work a French Broad bank in Woodfin?

Yes, with limits. Designated trout water keeps a 25-foot undisturbed strip from top of bank. The French Broad basin has no Neuse-style riparian buffer of its own, so trout rules and local stormwater are what you have. We won't mulch to the water because the lot is "riverfront." Steep banks also want drainage and, where the toe moved, engineered repair rather than a pretty cut.

What does riverfront redevelopment actually hire?

A pad, often after a teardown. Demolition routes through the Asheville-Buncombe Air Quality Agency because of asbestos rules, and a demolition contractor carries it. We clear what is left of the canopy and haul the storm wood FEMA no longer takes. A grading contractor then cuts the pad and covers the bank, because a river bank won't wait until spring. Order the trades that way and nobody waits on a mud slope.

Is leftover Helene debris on Woodfin river lots still a FEMA job?

Not for new applicants. Buncombe's private-property debris program closed April 15, 2025, at about 93 percent complete. Remaining private wood is owner-paid. County right-of-way piles finished in April 2025. Reduce to Rebuild waived some rebuild permit fees; it doesn't haul your trees. If the parcel is in the FEMA list already, that's a status check, not a new signup.
