Airport Road doesn’t look like Town Mountain. It looks like leftover woods and old pasture getting cut into streets. Biltmore Park already went through that conversion. Sweeten Creek Road and Hendersonville Road keep feeding more pads, plus commercial cuts that want a flat acre and a truck entrance. Some of those parcels are in the city. Some aren’t. We check the line before we quote the permit.

From Asheville the drive south is about 12 minutes.

Airport Road and Sweeten Creek growth

The corridor sits on rolling clay saprolite over weathered granite and gneiss (Buncombe soil survey). Rock shows up in footing trenches even when the surface looks like dirt. I-26 is the fast edge; the work is on the frontage, where a grader can actually build a pad if the drainage is thought through. A wheeled scraper is tempting on this ground. Shallow bedrock still wins arguments.

Access is the easy part compared with a ridge lot. Airport Road, Sweeten Creek Road, and Hendersonville Road will take a lowboy. The limiter is the new street that isn’t built yet, or a construction entrance that dumps mud onto a state road. NCDOT driveway permits apply on state-road tie-ins. Biltmore Park already has finished streets; the next cut south often doesn’t. A rocked construction entrance goes in before anyone runs trucks, or the first rain puts your job on the inspector’s list.

Pads, not pasture

Builders here buy a pad they can certify. The envelope gets land clearing or lot clearing and homesite prep first, and stump grinding takes the root balls out of the footprint. We clear the ground. A grading contractor cuts and fills, compacts the pad, and builds the drive with crown, ditching, and culverts in the 15 to 48 inch NCDOT-spec range when the ditch calls for it. That contractor also closes the cut. Hydroseeding is the usual finish on a steep slope (NC DEQ seeding specs). Line the grader up before we finish, so the clearing and the cut land inside the same 21-day window.

City line versus county line

South Asheville straddles the City of Asheville and unincorporated Buncombe. Inside the city, a formal erosion plan is required over 10,000 square feet of disturbance (Asheville design standards). The city’s Steep Slope and Ridgetop ordinance applies at 2,220 feet and 15 percent grade, with retaining walls over 4 feet separately regulated (Asheville steep slope ordinance). Most Airport Road pads sit well below 2,220 feet; Asheville itself is around 2,100 feet (Britannica on Asheville). A knob that hits 2,220 feet and 15 percent grade still gets the city overlay review.

Cross into unincorporated Buncombe and the trigger becomes the state rule: an erosion and sediment control plan for 1 acre or more, filed at least 30 days before work, with a state review fee around $119 per acre (NC DEQ erosion rules). Buncombe’s steep slope overlay is a different instrument: above 2,500 feet with natural slopes of 35 percent or more (Buncombe steep slope application). That isn’t the typical Airport Road pad, but it’s the number for any ridge remnant behind the commercial strip.

Which permit applies on a Sweeten Creek pad?

Pull the city limits on the parcel, then pick the trigger. City land uses 10,000 square feet. Unincorporated land uses 1 acre, plus any overlay that actually hits the ground. Under either line you still owe silt fence and the 21-day clock. Designated trout waters still get a 25-foot buffer from top of bank (15A NCAC 04B .0125). The French Broad basin has no Neuse-style buffer of its own (NC Forest Service buffer rules).

Twelve minutes south

Asheville is the city core and the ADU lots. Arden is the next step down Airport Road, already in the airport’s orbit. Fletcher is across the Henderson County line, where the local erosion trigger drops to 0.5 acre. An Airport Road commercial pad isn’t a Haywood Road backyard. Coverage is on the service areas map.

Questions from South Asheville owners

Is South Asheville in the city or in unincorporated Buncombe?

Both, depending on the parcel. Biltmore Park and a lot of the Sweeten Creek Road corridor sit in the city, where the erosion plan trips at 10,000 square feet. Farther out Airport Road toward Arden you can cross into unincorporated Buncombe and the state's 1-acre trigger. We pull the jurisdiction before we quote. Using the wrong number is how a pad gets stopped. The slope ordinance also changes at the city line: 2,220 feet and 15 percent in town, 2,500 feet and 35 percent in the county overlay.

What do builders hire on Airport Road lots?

A pad they can certify, not a brush cut. We do the land clearing or lot clearing: cut, chip, grind the stumps, haul what the builder does not want. A grading contractor then cuts and compacts the pad, and their footing excavation hits rock more often than the drawings suggest. If the street is new, the driveway still needs crown, ditching, and a culvert sized for the ditch. We hand the grader a cleared, stump-free envelope, not a pile of brush.

Does the 21-day ground cover rule apply on a commercial pad?

Yes. Graded slopes need ground cover within 21 days of a grading phase, city or county. Full stabilization windows run 15 to 90 days depending on the watershed. Hydroseeding is the usual closeout on a steep cut. A commercial pad with a long open-dirt window is how you eat a stop-work. Where we mulch instead of grub, the chip layer is the cover. The grading contractor seeds each phase as it closes.

Can I burn clearing debris next to I-26?

Not as a default. Burning land-clearing debris on more than 5 contiguous acres needs a special NC Forest Service permit, and any pile still needs 500 feet from occupied structures and 250 feet from public roads. Airport Road and Hendersonville Road lots rarely have that room. Mulch in place, chip and haul, or a roll-off to a C&D landfill are the paths that don't depend on a Code Green day.
