Owners buying wooded lots off Brevard Road toward Etowah Valley Golf and Resort want a view and a driveway, and the slope is the whole job. Unincorporated Etowah is golf-community growth on timbered hillsides, not a downtown infill pad. Brickyard Road and McKinney Road are where that shows up: a narrow approach, rock in the first cut, and a house pin sitting above a grade a wheeled dump won’t climb wet.
Brevard Road is about 35 minutes from the Asheville yard. A morning trailer is on an Etowah tract before noon.
Highway bench versus Brickyard and McKinney
Brevard Road (US 64) is the workable corridor. Trucks cycle. Etowah School Road, Brickyard Road, and McKinney Road leave that bench and climb into the lots around the golf resort. The first bucket on those lots often rings on rock under a thin clay residual. Tracked mulchers hold the grade. A highway dozer that was cheap on US 64 won’t. If the lowboy can’t climb Brickyard Road, we leave it on Brevard Road and walk the carrier in. Etowah School Road has the same problem at drop-off hours: no shoulder, a ditch, and nowhere to swing a trailer. McKinney Road lots often need a spotter just to back off the pavement. Quote the access, not a highway acreage rate.
View cuts, pads, and fuel
The lead ticket is view clearing on wooded homesites, paired with forestry mulching so the slope keeps a cover layer. New envelopes still need lot clearing and homesite prep and sometimes full land clearing for the pad and the driveway only. After Helene, drying timber is a fuel load. In March 2025 the Black Cove Complex took about 7,700 acres across Polk and Henderson (NCDA Black Cove update). Wildfire mitigation and defensible space sits on Etowah quotes next to the view cut. Cover is the same-week closeout on a mapped steep slope (forestry mulching and erosion control).
Keep-trees on a golf-community lot are the whole point of the purchase. We mark them on the walk, then cut windows that actually open the ridge instead of stripping a hole the neighbors will fight. The house pad and the driveway are the only mineral-soil work. Everything else stays a mulch layer so the mapped slope doesn’t go bare the week before a builder shows up.

Permits on unincorporated Etowah lots
Unincorporated Etowah uses the county numbers (Henderson County soil erosion plan requirements). Disturb 0.5 acre and you file. A single-family house files at 1 acre. Mapped steep ground files at any size. Expect about $300 per acre and $200 for the plan. The state 1-acre rule still sits underneath, with a 30-day lead (NC DEQ erosion rules). A tiny McKinney Road view pad on mapped steep ground can still land in review.
A grading phase starts a 21-day clock for cover (NC DEQ seeding specs). Where a view cut leaves chips, the chips are the cover. Bare cuts get hydroseed from the grading contractor. Watershed calendars then run 15 to 90 days to finish.
Flag water before the bucket swings. Trout designation means 25 feet left alone from top of bank (15A NCAC 04B .0125). Put Henderson’s riparian buffer guidance on the sheet. The French Broad isn’t a Neuse-style basin (NC Forest Service buffer rules).
Do Etowah view lots on mapped steep slopes need a plan at any size?
Yes. Henderson’s steep-slope line is separate from the 0.5-acre acreage trigger. Any size disturbance on mapped steep slopes needs the plan, which is how a Brickyard Road window cut gets pulled into review. Single-family work uses the 1-acre acreage line only when you aren’t on that mapped slope. Under either line you still handle silt fence and the 21-day cover clock. Mulch-in-place keeps the disturbed footprint smaller than a grub-and-haul.
Burning on more than 5 contiguous acres needs the NC Forest Service special permit (NC Forest Service open burning). Most hillside lots here mulch instead.

Etowah sits west of Hendersonville on Brevard Road. Horse Shoe is the farm community toward Banner Farm Road. Flat Rock is over the ridge toward Greenville Highway. A Brickyard Road golf-community lot isn’t a Horse Shoe hayfield. Radius towns are on the service areas map.
